Ooh, it’s been awhile since I’ve played XIII. Try using the following set up before the cutscene. 

SAB/MED/SAB
SAB/MED/MED
SEN/RAV/RAV

If you have a Doctor’s Code, equip that on Fang so she can help with the healing if necessary. Libra/Librascope. If I recall correctly, you have to focus on Fang’s SAB skills, so keep casting debuffs e.g. Curse, Imperil, etc. It’s important to chain him. Once you’ve debuffed him, switch to  SEN/RAV/RAV  and Provoke (is it called Provoke or Entrench, I forgot) him whilst Lighting and Vanille attack. Hopefully that’ll work. :)
